This PR adds a GraphQL API that exposes repos, crds, and their underlying data.
This is a pretty niave but workable solution that makes it easier to build a decoupled frontend (as well as potentially expose data to consumers).
Note: this API doesn't (currently) have the gitter queue behavior, it only surfaces existing data. We could possible expose a mutation to trigger syncs
Why GraphQL?
In short, it's a pleasant API for the frontend with a lot of strong API tooling available
